Animal Services Department

Pinellas County Animal Services safeguards public health, public safety and animal welfare. We strive to enhance the quality of life in our community through citizen education, public outreach, and compassionate enforcement and work toward the elimination of neglect and abuse of domestic animals within our jurisdiction.

Building and Development Review Services Department

Building and Development Review Services provides building permits, building inspections and code reference for unincorporated Pinellas County and the communities of Belleair Beach, Belleair Bluffs, Belleair Shore, Indian Rocks Beach, Kenneth City, Oldsmar and Safety Harbor. The department also reviews land development applications in unincorporated Pinellas County in accordance with the County’s Land Development Code.

Business Technology Services

Business Technology Services' mission is to ensure the success of our partners by providing cost effective and innovative technology solutions with the goal of improving the lives of Pinellas County Citizens. Our department exists to provide solutions to real business problems and opportunities through technology in pursuit of customer satisfaction as a "Service Provider of Choice."

Code Enforcement Division

Pinellas County Code Enforcement, a division of Building Development and Review Services, is responsible for enforcing codes in the unincorporated areas of our county. Code enforcement is important for the health and safety of our residents, and it helps maintain quality standards and high property values.

Communications Department

Pinellas County Communications works with the Board of County Commissioners, County Administrator and County departments to communicate with residents, media partners and the larger community about the work and services of Pinellas County.

Contractor Licensing Department

The Contractor Licensing Department manages the business of the Pinellas County Construction Licensing Board. We license contractors to ensure workers in the county have the skills required to perform their work, monitor contractors' liability and workers' compensation insurance to protect citizens and enforce Florida and County statutes and ordinances.

County Administration

As established in the county charter, the operations of the Pinellas County Government are managed by a county administrator who reports directly to the Board of County Commissioners (BCC). The Pinellas County Administrator is Barry A. Burton.

County Attorney

The County Attorney's Office is responsible for providing legal counsel and representation to all Pinellas County government agencies including: the Board of County Commissioners, the County Administrator, the Constitutional Officers and all other departments, divisions, regulatory boards and advisory boards of county government in all legal matters relating to their official responsibilities.

Pinellas County's EMS & Fire Administration, a division of Safety and Emergency Services, coordinates the emergency medical and fire needs of more than one million residents and visitors in Pinellas County.

Economic Development Department

Pinellas County Economic Development supports existing businesses and attracts new employers to Pinellas County.

Emergency Management Department

Pinellas County Emergency Management partners with the whole community to prepare for disasters, plan emergency response and work toward recovery for all of Pinellas County.

Environmental Management Division

Environmental Management, a division of Public Works, is responsible for monitoring and protecting Pinellas County's environmental resources. This division conducts proactive monitoring, responds to citizen inquiries and manages various projects and permits for the protection of our natural and built environmental resources.

Facilities and Real Property Division

A division of the Administrative Services Department, Facilities and Real Property manages real estate and maintenance support for County departments, agencies, and Constitutional Officers.

Financial Services Division

Financial Services provides the ambulance billing for each Sunstar ambulance transport and handles financial and budgetary needs for all other divisions within the Safety & Emergency Services department.

Housing Finance Authority of Pinellas County

Our mission is to provide safe, decent, affordable housing for low to moderate income households. The HFA assists first-time home buyers and also works with local governments, non-profits and other public and private partners to provide funding for affordable multi-family rental housing.

Housing and Community Development Department

The Housing and Community Development Department (HCD) works to make communities vibrant and livable through the implementation of long-term County policies and strategic initiatives in land use, community redevelopment, transportation, and affordable housing.

Human Resources

The Human Resources Department provides personnel services for over 3,000 County employees. Our mission is to enhance and support the unique missions of our customers by providing expertise and outstanding customer service, promoting health and well-being, and cultivating a diverse, inclusive and engaged workforce.

Human Services Department

Human Services strives to protect consumers, connect veterans to benefits and resources, expand justice system supports, reduce homelessness and housing instability, improve access to health and behavioral health resources, fight food instability, support local emergency response, and coordinate with local system partners for program development, service planning and continuous improvement.

Office of Consumer Protection

Anyone could fall victim to a scam. If you are unable to resolve a problem such as defective products, erroneous bills or non-delivery of goods or services, the dedicated employees of Pinellas County Consumer Protection can help. Consumer Protection is a division of the Human Services Department.

Office of Human Rights

The Pinellas County Office of Human Rights is committed to protecting all residents of Pinellas County from cases of discrimination in the areas of fair housing, employment, public accommodations and government programs and assistance. The office also works to recover wage theft in Pinellas County.

Office of Justice Coordination

The Office of Justice Coordination provides a high level of research and development expertise, including monitoring and evaluation of present and future justice programs within Pinellas County to ensure that the citizens of Pinellas receive the highest quality justice and public safety services for the resources provided.

Office of Management and Budget

The Office of Management and Budget (OMB) facilitates and prepares the Pinellas County Strategic Plan, the annual County Operating Budget and the Multi-Year Capital Plan to ensure responsible management of public resources.

Office of Resilience and Asset Management

The Office of Resilience and Asset Management is made up of three programs: Enterprise Asset Management, Energy and Water Conservation, and Sustainability and Resiliency. These programs work together to promote efficient use of County resources and significantly contribute to the County’s Resilient Pinellas Action Plan.

The Parks & Conservation Resources Department maintains more than 20,000 acres of parks and preserves. Picnic shelters, camping, playgrounds, boat ramps and trails are among the many amenities enjoyed by our residents and visitors. Our mission is to maintain and protect the inherent value of natural, cultural and recreational resources through access, education, and stewardship that enhances quality of life for our community and future generations.

Pinellas County Extension

Pinellas County offers educational opportunities through Pinellas County Extension, a partnership with the University of Florida Institute of Food and Agricultural Sciences. Extension programs include Green Pinellas, lawn and garden education, marine science and professional certifications.

Public Works Department

The Public Works Department manages environmental, stormwater and transportation systems to provide a safe, sustainable and vibrant community for the people of Pinellas County.

Purchasing

Pinellas County Purchasing, a division of the Department of Administrative Services, provides dedicated, efficient and effective professional services to internal and external customers in the procurement of quality products and services with optimal value for the taxpayer.

Regional 9-1-1 Division

Regional 9-1-1, a division of Safety & Emergency Services, operates as the single primary public safety answering point (PSAP) for all 911 calls originating in the county.

Safety & Emergency Services provides service to the community through three operational divisions: Regional 9-1-1 Communications, EMS & Fire Administration, and Financial Services. The department is supported by the Support Service division which includes the countywide emergency radio system, information technology, and administrative support.

Solid Waste Department

Manages the Solid Waste Disposal Complex, Household Hazardous Waste (HHW) Center, Where Does It Go? Search Tool (how to get rid of an item) and provides tours.

St. Pete-Clearwater International Airport

The St. Pete-Clearwater International Airport (PIE) is a 2,000-acre, fully-certified facility with 2 runways where passengers can enjoy non-stop service to destinations around the United States and Canada with value-conscious airlines.

Sustainability and Resiliency Program

The Sustainability and Resiliency Program, a division of the Office of Resilience and Asset Management, strives to make Pinellas County more sustainable and resilient to current vulnerabilities and future conditions, promote the wise use of resources, and reduce our overall carbon footprint, through internal governmental practices and external community services.

Utilities Department

Pinellas County Utilities strives to provide customers with the safest uninterrupted service through planning, assessing, maintaining, and renewing water, wastewater, and reclaimed water systems and providing education and resources.Need help? Veterans Services Division

Pinellas County Veterans Services, a division of Human Services, assists veterans and their families access benefits provided by the State of Florida, the United States Department of Veterans Affairs and other government services.

Visit St. Pete/Clearwater

The official tourism marketing and management organization for Pinellas County, Visit St. Pete/Clearwater works to develop and enhance sustainable tourism for the St. Pete/Clearwater area in the leisure, meetings, sports and film markets.

Board of County Commissioners

The Board of County Commissioners is the legislative and governing body of Pinellas County. The seven-member commission is responsible for establishing policies to protect the health, safety and general welfare of Pinellas County residents.

Clerk of the Circuit Court

The Pinellas County Clerk of the Circuit Court maintains court records, records deeds and acts as the clerk and accountant for the Board of County Commissioners.

District Six Medical Examiner/Forensics Lab

The District Six Medical Examiner serves Pinellas and Pasco counties. The office determines the cause and manner of deaths under certain circumstances. It is independent of every law enforcement agency, hospital, or local government.The Pinellas County Forensic Laboratory serves the District Six Medical Examiner’s office and the criminal justice community in Pinellas County. The laboratory provides analysis for cases involving seized drugs, DUIs, post-mortem toxicology, arson, serology and DNA.

Florida Department of Health in Pinellas County

Sixth Judicial Circuit Court

The Sixth Judicial Circuit serves Pasco and Pinellas counties. The Sixth Judicial Circuit is comprised of two county courts, which have jurisdiction only in their home county, and a circuit court with jurisdiction in both counties. Cases filed in the Sixth Judicial Circuit are assigned to one of nine different court divisions in county or circuit court, which include civil, criminal, family, probate or guardianship, traffic and small claims.

Office of the State Attorney Sixth Judicial Circuit of Florida

The State Attorney conducts legal proceedings against those charged with crimes that occur in the Sixth Judicial Circuit, or Pinellas and Pasco counties. There are 20 judicial circuits in Florida, and the Sixth Judicial Circuit serves over 1.5 million people across its two counties.

Public Defender Sixth Judicial Circuit

The Public Defender’s Office represents defendants, both adults and juveniles, accused of a crime who cannot afford an attorney. They also represent individuals facing involuntary commitment under the Baker Act or those ordered to involuntary civil commitment. Public Defenders are elected to serve four-year terms.

Pinellas County has 24 incorporated municipalities. All are governed by elected officials and provide services as described. Municipal elections are nonpartisan. By electing members in alternating years (staggered terms), newly elected members are added without sacrificing governing consistency. City commissions generally consist of commissioners and a mayor. The titles of commissioners and council members are interchangeable.
